in the united states on this? >> there is no official reaction from the u.s. government. of course, the u.s. was expecting this ted stevens morning. was speaking to an official that said the test could come any time. obviously they have been bracing for it. right now a lot of frantic telephone calls going on. not only within the u.s. government but also in south korea. the new secretary of state, john kerry, spoke to the south korean foreign minister just moments ago about the latest nuclear test and now everybody is trying to get their diplomatic ducks in a row. everybody getting on the same page. there will be a security council meeting tomorrow morning, 11:00 eastern time. to discuss the next response and that is what the question is. what will the traffic there? will the chinese sign on to the tough resolution that the united states is looking for? will they set on to tough sanctions. it is unclear at this point what china will agree to and that is the best the u.s. can hope for in terms of getting anything out of the u.n. security council. then i also understand the united states is al

intrastructure. a 2009 study of u.s. infrastructure by the american society of civil engineers concluded that we need $2.2 trillion to be spent over five years to bring the nation's roads, bridges, railway tracks, airports and associated systems up to grade. let me make three crucial points. first, this is the big bang. it would be the most effective way to create good jobs. unemployment in the construction industry is among the nation's highest. around 16%. the private sector is still not investing much in construction. second, it's cheap. the federal government's borrowing costs today are lower than they are ever likely to be, again. deferring maintenance is not fiscal prudence. when your boiler explodes, it costs more than it would had you just spent the money keeping it in good functioning order. we need to spend that money now. third, this is an area where the federal government has always had a big role, one that republicans have long embraced. in 1930, even as herbert hoover was trying to balance the federal budget, he urged large scale expenditures on infrastructure. despite all this, in

.a. with the latest on the search. casey. >> reporter: well, brianna, this manhunt has expanded basically from the u.s./mexico border just south of san diego, to las vegas. as you mentioned, there's an active man hunt going on in the community of big bear, but there's also investigations going on in other places all over southern california. cnn has obtained exclusively this surveillance video from the alley of a business. an auto parts store in national city, which is just south of san diego. this surveillance video was taken on monday morning, 9:00 in the morning, and it shows christopher dorner and his pickup truck in the alley behind this business, throwing items into a dumpster behind the business. here's what the business's owner had to say about what happened on monday. >> when i came in, opened the shop, and business as usual, one of the employees went to throw the trash. after he came back, he came back with a clip like a magazine full of bullets, a belt, a military belt and a helmet. and he brought it to me and said, i found it in the back of the dumpster. >> reporter: now, what's really chi

it still looks big. of course, it is stuck in dock now. a team of investigators with the u.s. coast guard, national transportation safety board will go on with their look at what went wrong with this ship. of course, they're doing this as part of an international agreement. this is a bohemian-flagged vessel. technically, they are the ones who will issue a final report. meantime, u.s. coast guard has already begun its investigation earlier in the week by looking at schematics of the ship while it was still out at sea. of course, they are look taking a close look at the engine. they've spoken to a number of passengers before they even got off the ship, before they were scattered to the four winds. of course, they'll be looking at procedures on board and looking at, for example, something called a voyage data recorder, which records, among other things, all the conversations that took place on the bridge. they'll also be looking at procedures that took place after that fire hit the engine. the coast guard says this investigation could take a year. >> passengers did report that on previous cr
